Chalcedoniam and Shattered World

So, playing a shattered world venice. It seems to cause issues as moral authority drops through the floor, since there is only one holy site controlled and the iconoclast patriarchy has no chance of being removed by the emporer. Alongside that as soon as heresies spawn no one can stop rebels causing a viscious cycle.

Is this just two features not mixing well or another issue?

It seems to just be how things are. With Shattered World the horse lords almost always goes fuedal/tribal instantly.

Any chance that a small edit can be made to allow the owner of constantinople to convert to orthodoxy, and thus form the patriarchy of constantinople? Not sure how that formation works-if it's by decision only or what.

Probably what would work, if possible, would be to postpone all heresies from spawning for 50 years after shattered world, and to give all nomads a starting population boost.
