Since the very first version of HoI, one of the most appealing features of the game seemed to me Leadership (especially playing Germany), its experience gain, promotions, etc. Almost in every combat action, I always tried to give to each single division its leader, taking care to not trespassing the overstacking limit.
Example: attacking with 9 divs from a province, i assign a total of 9 leaders - one to each division - wit one of them being a General, 3 of them Lt.Gen. and the other 5 just Maj.Gen. This way, I simulate an "Army", consisting of 3 "Corps" with 3 "Divs" each, BUT the game engine simply acts as there were 9 separated Divisions.
Otherwise, it would be VERY pretty building an Army with its own Chain of Command Tree, in which every single Leader, at his own command level, would give his contribution (bonuses, etc.): a MG just to his Div, a LG to three of them, etc., so that, with a total of 9 Divs and 13 Leaders, a single division could receive bonus/handicap from several Leaders in CoC, from MG up to a FM.
The bad news is that I have no idea on how this could be implemented with the game engine.
