Cerberus is an editor for HoI2DD/A, which will eventually supplant the older HoiEditor.
Advantages of Cerberus (as opposed to the HoiEditor)
Localizable into different languages
Most logic is in outside data files, so changes often do not require exe modification.
HoI isn't the only thing it can modify.
Cleaner UI

Currently Cerberus can only deal with csv and string selector (armynames) files
NOTE: The current version is very incomplete. The tech team editor is not done at all, the province editor is barely done, the minister editor is missing big chunks, but the leaders editor is fairly complete. Somebody could always help to finish. There are instructions in the Help folder, but it may just be easier to look at the already-completed files (especially leaders.txt and the beginning of provinces.txt).
Installation
1) Edit settings.txt for GamePath and optionally ModDir path
2) For DD (not Arma): Go into data\tags.txt and delete extra tags
3) Run Preparer.exe (WHICH RENAMES SOME FILES)
4) Use Cerberus.exe
