Centralize State / Centralized Bureaucracy working as intended??

So, you can centralize states multiple times, right? And Centralized Bureaucracy reform always refunds the reformprogress and admin points? (I haven't tested that) In effect, as long as you control all provinces within a state and given enough time you can make all your states -100% governing costs for free? Am I overlooking something or is this as overpowered as it sounds? This would make playing countries like Prussia a breeze. Sure I could artificially limit myself by only centralizing each state once or whatever. But it just seems absurd to me, especially since the "Request relative as heir" favor interaction is still locked on very hard, and this isn't.

Please tell me I'm overlooking something or this is going to get patched, cause it feels gamebreaking to me.

Have you tested it yet? Does the reform refund both reform progress and admin?
