Why should this be implemented?
1. Historically, this was a very important decision. Decentralisation was achieved in most of europe and was stable, but you lost a lot of revenue and more importantly, power.
Centralisation gave you that power and money, but was an extremely hard part to take, because of all these lords, dukes and vassals.
2. It would give a peacetime mechanic that if it is implemented in the right way, will be fun and interesting, with both sides being good and having to choose the right path for your nation.
How should it be implemented?
To put it the simplest way possible, you have a mechanic like Muslim piety, but with 10 on both sides, increasing slowly by decisions, events and idea groups.

How should it be implemented?
To put it the simplest way possible, you have a mechanic like Muslim piety, but with 10 on both sides, increasing slowly by decisions, events and idea groups.
- 10 centralisation gives +20% tax and production efficiency, -50% envoy travel time, +20% trade steering, -10% development cost and -20% build cost, and this is the absolute maximum. 6, 7, 8 and 9 give 20%, 40%, 60% and 80% of this respectatively.
- 0 centralisation gives -50% vassal annexation cost, +5 global unrest and +2 diplo reputation (Only at -1, 0, 1) 1 to 5 and -1 to -5 follow the same path as centralisation, increasing by -10% vassal annexation cost and +1 unrest per level as you come closer to 0
- -10 centralisation gives +50% vassal forcelimit contribution, vassals cost no diplo relation slot (for all levels under -7) -3 unrest (also for vassals), -25% stability cost and vassals get no development cost penalty (Only for -9 and -10)
