Not that my opinion matters entirely much (Being my first post and all), but a suggestion.

Perhaps:

50 - 75% income from core provinces w/o TC.
25 - 50% income from non-core provinces w/o TC.

I think this would accurately represent the less efficient tax collection mechanisms in place before the promotion of tax collectors. It would still have the effect of making the player make a balanced choice on whether the benefits of promoting a TC outweigh those of not (no +3 RR). As it stands now, it's a no brainer to promote TCs regardless of the situation.

I think the new rule is great.

I'v just done a "little" modification:

I'v given TC to all provinces from the beginning. That way the ai can cope with the new rule.

Atleast my HO game indicate that it works well... ;)

How did you do that? Have you edited all provs in *.inc files? Or is there an easier way to do this? I really don`t like that rush for TCs during first years, it spoils the climate. I feel like I`m playing standard RTS with fixed buildups, not EU2.:mad:

I think that if this new tc rule is to stay, all provinces in all scenarios should begin with tcs, and all provinces of revolter nations should begin with tcs upon declaring independence.

Not all provinces, all core provinces or it will be unbalanced the other way.
