Hello,
My idea is to put into the game new layer, paralell to electricity or water deployment, the cellular layer. It will be another part of city life, like managing of cells range, upgrading capability of cells. When city grows and density of housing gets bigger, the transfer of data for each mobile cell is going up. It could be great to build cell towers in rural areas, putting antenna masts on skyscrappers or airports. I think it's huge opportunity for next DLC :)

Yeah: IT/telecommunication/multimedia/TV/radio broadcasting infrastructure demand from citizens. you can build antennas, lay down cables under the earth for high Speed Internet cables.
Increases power requirements, might reduce traffic a little (email doesn't need a postman, you are not required to drive to the bank for bank orders, ...).
It might has a little negative impact on health because of radio waves.
And positive effects on the temperature in winter.
