Is the trigger for the negative side-effects for having factions enabled "tag = MNG", or "government = celestial_empire"? That is, if I made another tag which had the same government type, would it be madly overpowered?

As a westernized Ming will no longer have them, I suspect it's tied to the government type. I'm not 100% sure, however.

Currently the Inward Perfection debuff is related with factions (if you have factions, you will have Inward Perfection)

Has anyone wilfully stayed as Shogunate, then aggro-vassalised someone, released a much friendlier vassal right next to them, and watching the less friendly vassal get eaten?

I've stayed shogunate on purpose but not too far into the late game, mostly because I didn't realize the fake difficulty associated with some of Japan's flavor events. The worst is the western trade one. I have one game I've been meaning to finish where I westernized before I got it, which is great. If you do get it and don't have the legitimacy, the "Japan is united" decision is one of the few outs possible and IMO should be saved for exactly that purpose.

The Namban Boeki event fires after taking the "Japan is united" decision as well. The only guaranteed Namban remover is the Enforce Sakoku Law decision.

That's my point though. If you save "Japan is united", you can instantly get maxed legitimacy on command, essentially removing the random element from being able to take that decision. If you manage to westernize before that event fires (it's possible), then that event can't fire regardless.
