I'm guessing problem might be because there are no surviving Allies. 
I was playing as Germany from 1936 and Italy kept refusing alliance offers, I got pissed and annexed them, also annexed all the allies, Soviets had bitter peace, and Japan and US are fighting there own little war.
So I decided to use Canada for my offensive on US and tried to get some Latin/South American states to join Axis but all offer result in CTD even to Japan.
BTW when I finally attacked US B-18 Bolo's eliminated Rommel's Tank Army of Panthers II with 2000% attacks!!!?? I think also single Canadian Battle also kicked butt of my panzers.
