Pionere that ghost nation is a SIP introduced nation where the leaders go when Nations being anneksed, so they return on release with all XP and gained traits intact.
There has however surfaced some ctd issues with this workaround, iam not sure they where fully resolved in the last version of SIP.
In any event 0.56_beta is not compatible with the SIP version made for CDCP 0.55. So i would recommend not to use the SIP enhancement anymore. I dont think there will be any new versions of that mod.
Mostlikely its also the problem behind the SCW events. The US surrender event should not be able to trigger that event. In CDCP any non triggered SCW win events are sleept when the opposite trigger. What happened during the SCW, who won and when? info like that will be usufull for me to track the error down

Ok, thx good error report, i have an idea what causes this, remove the peace command for Philipines in the siam surrender event its in "siam.txt" event file event id = 3813. If that dont fix it, it can be some remnants of the SIP enhancement that causes this, check to see if you have a ghost nation in africa, if you do you need to clean out the last remnants of SIP, Sorry for this inconveniance.
There should be an uninstall feature included in SIP, so perhaps try to run the sip exe and pick uninstall.
