ahh the good old annexation thing that fixes all. I think it was not intended by Paradox that those commands should be used at all. Well that reveals a lott actually. The AI are using the max_batch_peace as stated in note. But it also uses unmoddified buildtimes 75 days, so it wont build more than 4 in serials, 5 would exceed the 360. I for one have added a serial build of 200 convoys and 100 escorts to UK's building que in the Inc file. Havent had time to actually test it if it works though. Another fix could be to increase UK's max_batch_peace to 700 or something. Perhaps do it by switch event when UK goes to war. So it dont alter anything during the build up years.
You should send that savegame to paradox with the above explanation xtfoster.
