CD EU IV version, Steam and Patches questions

I know that originally EU IV was a Steam only game but I see on Amazon that they now sell CD versions. Does the CD version still require Steam to install? If Steam is not required to install the CD version, is there a way to get the patches that does not involve Steam? I have no internet access at home so Steam really doesn't work that well for me as an option.

As far as I know: Yes. It seems not to be a version without Steam.


If Steam is not required to install the CD version, is there a way to get the patches that does not involve Steam? I have no internet access at home so Steam really doesn't work that well for me as an option.

As Steam seems to be obligatory for EU4, I don't know if there is another (legal) way getting an update or a patch.
Internet access is important for Steam and thus for EU4.

If you can install it (e.g. taking a laptop someplace with internet), you can play EU4 with Steam in offline mode. Ironman mode, achievements and multiplayer will not work, though.
