Cat's "Recruit leader" overhaul - No more hire and fire spam

"You're hired. You fired. Now you're hired. Oops sorry fired." The current mechanic leads to spam-hiring/firing leaders in search for the one you really want which is not only totally unrealistic but also frustrating.

Cat's Overhaul Suggestion:
- You get a list with leaders of all perks.
- The cost of the leader depends on its position that it would have in the reroll queue we use now.

For example: if you had to reroll 10 times for a genius scientist you can pick him right away but pay (200*10) 2000 energy.
This would keep the idea of the mechanic and the price you have to pay but without the unrealistic hire/fire thing that just goes on your nerves.

In addition to that, you should be able to recruit leaders of a higher level at an increased price. I mean would you entrust a whole sector to a noob leader? No. If you can afford it, you should be able to hire a veteran.
