I would move GB to major majors. Maybe move China into minor majors, because they certainly could have been a great power if they got their act together, though that wasn't at all likely. I don't see Mexico as standing above the other minors in this time period, even a really aggressive Mexico couldn't hope for more than seizing Central America and the US definitely isn't going to tolerate that. Mexico kind of has a giant, angry sombrero that occasionally likes to put Mexico in its place.
Germany has this weird iffy spot between major major and minor major, IMO.
I definitely wouldn't put Netherlands, Poland, or Czechoslovakia into major minors. There are good arguments for them there, but with Germany next door there was zero chance of them acting on it. Even if they had been welcomed as equals in the Axis, they would still be consigned to de facto junior partner status.
