playin as the bosporan kingdom i defeated one of my neighbouring countries and demanded a monthly tribute which was accepted.

ive just looked at the country in question on the diplomatic screen and its finances are at a minus figure which surely means they cant afford to meet my tribute payment.

the manual states that this should give me a casus belli against them so why dont i have one?

When they reach -100 gold they will stop paying tribute and then you get a cassus belli, though I did not see that happen in 1.2 anymore because you can't press a country to pay a tribute that is high enough to let that happen.

a country can't afford to pay tribute when it reaches -100 gold. And a manual is nothing to be taken too seriously, especially when it's written before 1.1 or even 1.0 (which is the case almost always)

a country shouldnt be able to pay tribute at -1 never mind -100! the economy screen says im gettin 0.08 tribute. the country in question's balance is -35 so that gives u an idea how long it will take until they get to
-100, ive just ran another 2 months and their balance hasnt moved!

if a country goes into the red then how can they afford to pay tribute? its hard enough gettin cassus belli's as it is, even the stategy guide recommended the above method.

if im missin somethin here let me know

in normal cases of beeing in the reds, bankcruptcy events happen, you have to leave units or sell buildings, the same happens to ai-countries. The country still tries to pay tribute though and 0.08 is nothing serious for any country.

The strategyguide is something to laugh about when it comes to real strategy and any changes that happend in patches.

If a country goes into the negatives, it doesn't mean they can't afford to pay you, it just means the government is borrowing money from private funds and they will start to sell off buildings etc to get back in the black. Once they cancel their tribute in order to cut down on debts, that's when you get the CB. In 1.1, I recall some states even going down to -150 before cancelling the tribute (partly because I DOWed them after they cancelled the first time and forced them to keep paying...).

The most reliable way that I have found is to assassinate someone they care about. Usually, but not always, if you are discovered they will kill your envoy (so send someone you don't care about like a rival of your ruler) and then you get an automatic CB. Sometimes you have to assassinate multiple people, and/or send someone over that is bound to get caught (low finese).

If you pick an assassin with a low finese you can usually get discovered on the first attempt. But I do agree that it is annoying that there aren't other ways to get CBs.

The point of high relations is to increase their likelihood to engage in trade with you and to prevent them from dow'ing you.

That said it is really easy to bring relations between you and another country down. You can desecrate their holy sites, cancel trade agreements, cancel military access, cancel alliances, etc. It takes some time but it is really easy to drop your relations down to 0 and below.

Is money really an issue lategame? When I played as egypt I had more money that I could possibly spend.

It is when you are recovering from a war with Rome and you know full well that after the truce expires they are going to dow you again. During that time period you need to build back up your forces to prepare the onslaught of 40 stacks walking across your borders. Luckily I'm sitting at +1 stability at the moment but if it were to drop I'd be in trouble because I'm simply not making enough each month (5-6 per month at last check) to reach the 300-400 it would cost to raise my stability. I suppose I should also note that I'm playing as one of the northern gaul nations that I have built up so I'm not exactly rolling in rich provinces, even though I have a lot of provinces.
