I am playing as Rome and was at war with Carthage. Part of the peace deal negotiated was for provinces and for Carthage to pay me 2 gold tribute every month. Now they do not have the resources to pay me my well-deserved money.

Why wouldn't that action give me a casus belli against Carthage?

That's strange it does in the demo

Edit: And was abused by me among others. You could allways demand a tribute they couldn't afford and have a Casus Belli every time the peace expired

CB? Against CARTHAGE?

Methinks the senate just waits for the ships to be built before DoW'ing Carthage!

But in truth, yes, it should. If you want a CB for only a little badboy, try getting your ambassador whacked - try to assassinate a 100% popularity Carthaginian general, let him get the axe for it and then you're good to go :cool:

In one case where Illyria was paying me tribute of 2 golds per month, after some time (a couple of years IIRC), I had a window saying that they can't anymore and I gained a CB.
BUT, for few months earlier I noticed that the gold they were paying me was 1 or 1.1 and not 2 as agreed. I wonder if it was something else or if you get the CB only after they can't give you a single gold piece, even if it is lower than the agreed tribute.

yes its a temporary cb u get
and since after a peace treaty u have a rather long truce, sometimes the temporary CB will run out before the truce(in wich case u never see it or get informed about it)
imho the truce ought to be canceled when they fail to fullfill its terms

While the truce is in effect, Carthage should still be paying tribute, even if they are at negative money. The day the truce ends, their tribute should end and you should get a CB.
