Perhaps the would be leaders of the colonial nation, once they found out they'd be moving to a humid, tropical clime decided to "sneak out" and take that vacation to France they'd been putting off for so long.

Do they have rebels anywhere? I had a situation where a CN wouldn't form while I had rebels controlling provinces.

They did have some catholic zealots controlling one province at one point. I killed them off, though.

Perhaps the would be leaders of the colonial nation, once they found out they'd be moving to a humid, tropical clime decided to "sneak out" and take that vacation to France they'd been putting off for so long.

I do hear that Austrian Provence is nice this time of year :p
