Castille has five completed colonies in Col. Brazil but not a colonial nation. Why?

I checked and they have all five of them cored and completed.

Colonial country should pop up once there are more than 5 cored fully developed provinces with 1000+ people.

Do they have rebels anywhere? I had a situation where a CN wouldn't form while I had rebels controlling provinces.

Perhaps the would be leaders of the colonial nation, once they found out they'd be moving to a humid, tropical clime decided to "sneak out" and take that vacation to France they'd been putting off for so long.

They did have some catholic zealots controlling one province at one point. I killed them off, though.

They're all in Colonial Brazil, I think. Maybe Castile moved its capital to Brazil?
