Why is it always in my games, that Castile is always far behind in tech?...if they are that severly behind....could anything be done, to perhaps, help them a bit?...

starting from when? i usually play a state in eastern europe, so it's not until mid-game that i'm actively comparing myself to the western powers - by then spain seems to be about average but suffering from a little inflation.

About 1450s or so...by then, everyone surpasses them it seems, except for Poland and Lithuania which are pretty bad too....
Spain is far behind in tech in most of my games from the start to the end. Probably the lack of colonization in Mexico and Peru doesn't help much.
I haven't noticed this. Spain usually seems like it's doing okay. Of course France always leads the pack.

To answer the question I don't think there IS anything you can do to help the AI with technical development - unless maybe you want to build some manufactories on their CB provinces then give them away after a carefully-planned lost war ...
or change player, become Spain for a couple of months, and order some to be built ... but by the time you switch back to your previous nation the AI will have wrecked it for you ...

what are castile's starting stats and slider settings? do you think they should be changed or just given more money?

Very pretty, but at 17 a little young for me.
But to answer the question, off the top of my head I would say Inflation from gold may be the problem.
