So I'm plaing as the Netherlands and I ended up with most of Belgium from the starting war.

I notice my Belgian populace has a revolt risk many years later, so I went and looked at the indiviudal POPs to see what was making them mad.

It seems they have no cash reserves and can't get all of the goods they need and want. This was true of all classes... I notice this is true of my Dutch subjects too - they don't have revolt risk presumably because of culture. They are all employed.

I lowered taxes from about 50% to 40% and lowered tariffs from a small positive for me to a moderate negative - but this doesn't seem to have solved the problem.

Do I need to lower taxes more? Enact some social reforms? Wait?
