I think Carhage has too much manpower, 100K compared to 140K for Rome. IRL they lost the war, because Rome overpowered them with the sheer number of legions they raised. They were dependant on mercenaries because of this, but in the game they can raise as much regular armies with their numidian allies as Rome(or even more)
Any thoughts on this?

I'm all for it at the moment but that's mainly because I'm playing Carthage presently and Rome and Egypt are coming at me at once. Hey, is there any reason why as Carthage it's not just more to my advantage to turn on Numidia and take those population heavy provinces for the gains in manpower and research points they would give. I don't see much of a financial gain from the trade with them and as far as military assistance, Numidia seem to call a truce with anyone who attacks Carthage five minutes after a war starts...

Carthage should have much lower manpower than most nations in the game, very few actual citizens served in the military. As mentioned they relied heavily on mercenary armies, they were able to afford due to their trading empire and the country being very wealthy, this should be represented as such.

I am not sure why it wasn't, to me it seems simple. A lot of trade for Carthage, a healthy flow of cash into the coffers, more than most other nations, small manpower and a decent sized, highly skilled fleet.

Use the money to buy mercenary armies, though less skilled, less morale and less experienced than a professional army, but over time you can make it into a decent fighting force through combat, as this is as how it happened in history.

I am sure some modders will fix this quick.
