I tried playing as Carthage the other day and found myself frustrated. I really like the economy and "control of the Mediterranean" bonus, but their lack of heavy infantry just ticks me off. What do you think?

I think carthage is realy strong, just wait till you get the iron colonies in iberia before you fight wars. Carthage has so much space to colonise. The only problem is diplomacy. But it's the country to play, when you don't want to care about traderoutes with other countries or the search for allies.

Keep Numidia as your ally from early to middle game. I find that they are good at protecting you if those damned Romans land in Africa. As far as heavy infantry goes, you will probably have to colonise iron provinces in Spain like ryanwk said. Have cities trade with Carthge to get a high Civilization Bonus and trade for grain. Add a high charisma general and you should get colonies fairly quickly (compared to the slow point build-up you get otherwise).

Carthage is a naval power, build up the biggest navy you can afford before worrying about HI. That's what makes Carthage an interesting nation to play IMO.

The one place your navy can't protect your lands is that province that connects to Egypt. Here you just have to build up a big militia army supported by archers and cav. And have some other units nearby available to reinforce.

Or you can get HI the cheese way.
1. Hire mercs from Iberia. They cost a little more, but you are Carthage, when are you worried about cash, that's for the poor countries to worry about.
2. After you have a nice sizable HI merc army, go stomp on Egypt and get yourself an iron province in Cyrennicia, I believe.

Problems solved.

Yep, that's the way to do it. Don't be stucked with those militias, build mercenaries.
