This is a easy to understand yet powerful suggestion to help make Carriers more potent without distrubing the current balance.
For EACH Carrier present in your taskforce the minimum time before an enemy can retreat is extended by one hour. If you have a CTF with 5 Fleet Carriers the enemy MUST fight you for 4 + 5 = 9 hours before beeing able to retreat. Simply put the more Aircraft you can throw at your enemy the further he will have to steam and the more time he must spend dodging torpedoes before he can retreat and flee. More airplanes equals earlier detections and more frequent position updates allowing you to bomb the enemy for longer times. You can still choose to retreat your own force early unless the enemy have Carriers too.
This would make Carriers powerful again without giving them unrealistic high sea attack values, they should still be vunerable in close combat.
You would also need to remove the magic "thing" that makes CVLs help SAGs close range so reliably, It should help but not that much. I suggest that fleet speed instead should be the most important factor in deciding who determines engagement range and how it changes over time.
