Last I checked Hungary wasn't allied to germany before WW2, Slovakia was.
Carpatho-Ukraine was in much the same situation as Slovakia.
Last I checked Hearts of Iron wasn't a World Wat Two simulation. It is merely a game about the period from 1936-1948. The game isn't meant to be an exact representation of WW2.
Maybe some players would wan't to choose as Germany to support Carpatho-Ukraine and Slovakia over Hungary. Why sould they not have that right?
If you are playing and Germany decides not to support you and your territorial claims, RELOAD THE DAMN GAME!
Some people want options for their game. That's part of the fun of HoI.
In the summer of 1933 Gyula Gömbös the hungarian primeminister went to Berlin for negotiate about Hungary's territorial claims. He wanted the help of Germany to get back the lost territories. The first step to the ally.
In the august of 1938 Horthy visited Hitler. They agreed that Hungary will help in the attack of Czechslovakia.
After the first Wien dictate it was 100% that Hungary will be the ally of Germany.
They gived us territory, we gived them army. That is simple.
Slovakia was the puppet state of Germany, CU wasn't. If you want to give Germany support i think it will have a big big big price. And 95 no, 5 yes for AI.
-100 relation with Hungary, make a puppet regime in CU
Because of there is no first Wien dictate Hungary don't have to be the ally of Germany, so the Hun-CzSL-Po ally can be real danger for Germany. It is too dangerous isn't it?
