Carolingian Emperor and the Pope?

The Emperor keeps vassalizing the Pope, and then revoking the Papal State as well as the Dutchy of Latinum, and then gives the Dutchy to someone else.

SHortly after, the Pope gets his status back, as well as the Dutchy of Latinum, and then is independent. This has gone on for a good thirty years now - is there any way I can stop this?

Oh, nevermind - Somehow he got a claim on Latinum/Rome. Silly me. I'll just assassinate him to stop him.

Even if he doesn't revoke things still get weird and the Pope will randomly become independent (possibly upon papal succession?)
This has happened to me like 5 times over 4 generations of Carolingian emperors I've played
