I don't know if this is normal when you build too much cargo docks? but I have the funding of the cargo docks all the way up. I hoped that the cargo docks could handle more ships this way. I don't know if this increase in funding just makes it worse. I have a few mods enabled like the delete traffic light mod, tree brush, all 25 area's purchable, enhanced zoom and mod achievement enabler. But I don't think these mods are the reason for this. So I just wanted to know what your experince is with respect to cargo ships etc. Had you got this kind of a problem before? (this is the first time I ran into it because before I just placed 1 or 2 cargo docks).
I wish I could just set the cargo docks to import or export only and not inner city tranpsort.
Most of these cargo ships ar only filled by 20% or less (even 4% is quite normal) and are traveling to a nearby cargo dock.
