Cargo planes stuck at end of runway

I'm having a problem where after a little while of gameplay cargo planes stop at the end of the runway and just sit there. Another one comes up behind it and gets stuck 'on top' of it. I've tried clearing the individual planes using TMPE but the next one along just gets stuck too. There are a few planes circling - not sure if they are waiting for the runway to clear. When loading the game it's fine.

First noticed the issue about a month ago when it affected my two air cargo hubs (one in my industrial area, one near the downtown). They're just from the base game and combine train/air cargo. I have a number of other cargo airports (all vanilla) dotted around the map and none of them have a problem. Soon after the problem first occurred I had an issue with the game crashing (couldn't click on anything after unpausing) but that seems to be resolved now. I had added the surface painter mod about a week or two before the first crash - I've since removed it but the problem persists. All the other mods have been on for ages - probably since I first started the city. They're all pretty standard and I've checked the compatibility/broken mod list that's around - no problems there.

I've replaced both cargo hubs like for like just in case they were corrupted - the industry hub hasn't had a problem since, but the downtown one has. I've now swapped downtown for a regular cargo airport and moved the train cargo next door, but the problem has resurfaced. Passenger airports are unaffected.

This is causing a serious knock-on effect to my industry and commercial areas as they can't get goods where they need to be.

I don't have any custom assets. The map isn't custom either it's just one included with snowfall.

Just reloaded the game to check - two planes took off delivering air cargo to other cargo airports in the city. The two circling planes haven't landed though and are still circling endlessly.

In the meantime another plane has landed and is now stuck at the end of the runway (sorry I'd thought this was just a taking off issue - perhaps it's a landing issue instead)

I tried clearing the two planes that were circling (with TMPE) - one was imports from another city and the other was an internal delivery. As soon as I cleared both, the stuck plane on the runway began to move again. Good that the runway is moving, but any idea what is going on here so I can avoid it happening again? I usually don't spot the problem until there are loads of planes backed up...

I think there is a decent distance between airports - here's a screen capture of the glitchy cargo airport (highlighted at the bottom) with another cargo airport to to the top of the picture. Wouldn't have thought the passenger airport was causing a problem?

If it helps, the international passenger airport and the former cargo hub had both co-existed for quite a long time before the glitch started happening.

I've also played an hour or two since posting this thread and the glitch does keep happening - there's a circling plane above the downtown cargo airport, planes stuck on the runway after landing - I clear the circling plane and then all the stuck planes start to move again.

IME, vehicles bunch up when overloaded. Maybe look at imports/exports. also, offer alternate routes, i.e. ship and trains as well as a highway to move your cims/freight around. Another sign is limited capacity. Usually capacities are 100% full. If you have a bunch less than 100%, then you have overloaded the station.

If that doesn't fix it, then try posting a saved game. It is so much easier to diagnose, especially a city of this size. And it's a lot quicker solution.

Thanks for your reply - is there a way to check capacities for certain assets like cargo airports? On a visual inspection the airport wasn't that busy, it was mainly taking incoming traffic from other airports (internal and external) and the train station next door, then distributing the goods by road to the local area. There are other airports which are much busier which don't have this problem for instance airports that are located in the centre of my cargo district which have incoming trucks and planes and send out goods internally and externally.

I've also developed a pretty extensive cargo infrastructure with a number of cargo trains and airports around the city, and traffic flow is usually around 80% (thanks mainly to busy sections rather than traffic jams).

Here is a save game - the glitchy airport is called Harbourside and is located next to the ferry terminal/international airport (same side).

I just loaded your game and it seemed laggier than it should be. I exited the game, subscribed to the Watch It! mod and sure enough, you are at your vehicle limits and it is preventing airplanes from spawning on the map..

Amazing, I'll try that mod thanks - it hadn't crossed my mind that would be a problem as my population is only around 130k and I have public transport, cargo trains/planes etc that (other than the glitch) seems to work quite well. The trucks don't usually have to travel too far to a cargo facility.

Are there any big ticket items that I can change to reduce the vehicle count? I still have a lot of expansion planned. Maybe making public transport free to increase usage? Reducing production rates in specialist industry/removing a few barracks (which I think affects vehicle count?).

Actually, your cargo isn't being delivered hardly at all from traffic not spawning on the map.

Are there any big ticket items that I can change to reduce the vehicle count? I still have a lot of expansion planned. Maybe making public transport free to increase usage? Reducing production rates in specialist industry/removing a few barracks (which I think affects vehicle count?).

Reduce vehicle counts means reducing traffic. Exports are the big ticket. You have like 10 times the industry system that you need for a town that size.

I have already completely dezoned all of your yellow industry and it is still at the max agent limit.

You are severely lacking in services everywhere. You have virtually no snowplows and it is slowing down traffic making traffic even worse.

On top of that, all of your districts are full of dead ends and that prevents traffic flowing smoothly. There are a lot of districts with multiple dead end mini-districts as well.

You also have a lot of very long roads, which cuts off services, as they like to keep in your green area of the building. So, you need all of your roads green with each service type.

You've got your work cut out for you. It's going to take some time to figure out these imbalances.

But freight is the first place to start as you have so much exports, it is killing your city. It's a miracle it hasn't fallen apart by now.

Thanks so much for looking at this for me I really appreciate it. I've put a lot of time into this city so I'll do whatever I can to salvage it. I find the dead end districts help to filter traffic to where it needs to go so that I control which are the 'through' roads but I see now how that puts pressure on the vehicle limit so will look at that. I might also try the mod that keeps services assigned to districts to prevent them from travelling all over the map which I'm sure isn't helping. I think I've ended up with a few full snow dumps, but also I'm guessing that service vehicles are being prevented from spawning due to the vehicle limit.

I did go very overboard with industries! I was hoping to 'build for the future' but I see that I've just ended up with massive exports. Time to rationalise and hit the bulldozer (or maybe just the off switch for now), though I guess I might have to do it gradually so as not to end up with a massive unemployment wave.

I have the exact same issue with my cargo airport, it worked fine for a long period until it simply seem to break. I had industries lacking resources and some lacking vendors even if they were compatible and just one next to the other, my commercial districts were also lacking goods to sell and this was all cause i had like 30 planes stacked one over the other at my cargo airport.

I tried to check my limits, installing the mod quoted in this topic, but i'm far from this limit. I also tried to delete the planes with TMPE but then another one drive a bit on the taxiway and get stuck exactly at the same place.
Tried moving the airport a bit, nothing changed (It's also the train station so i can't move it all around the map), and i have only one cargo airport, the civilian is far away to the south.
I tried deleting the airport and making a new at the same place, same issue with the new one.

I have the exact same issue with my cargo airport, it worked fine for a long period until it simply seem to break. I had industries lacking resources and some lacking vendors even if they were compatible and just one next to the other, my commercial districts were also lacking goods to sell and this was all cause i had like 30 planes stacked one over the other at my cargo airport.

Please start a new thread so things don't get mixed up here. I assume you took the above advice and it didn't work, then you need to create your own new thread as you have a different issue.
