Cargo Dock - doesn't export goods ... ?

Am testing out the various options for exporting my goods, both generic industry and specialised.

My exports have been running fine, firstly through the road network to external highway, then later by rail.

I've put in a cargo dock to assist with the import/export load, but it doesn't seem to be working.

I occasionally get a cargo ship incoming, offloads a small amount of goods, then promptly vanishes, doesn't sail away.

Yet no trucks are offloading goods to the dock to be exported, and no ship ever spawns and exports, like the cargo trains do.

I wondered if my rail network was too efficient - leading to my industries choosing rail over sea for their exports, so I closed off my external rail link so no goods can be imported/exported. All this does is makes industry switch to the roads, with masses of trucks taking to the highways.

Nothing is choosing the cargo dock. What gives? Anyone else experiencing this?

I'm gonna stick my neck out and guess that, because you already have capacity to export elsewhere plus you say that turning off train access means trucks hit the highway (but you don't say this causes unmanageable traffic) your road network is sufficient and your industry small enough to export everything by road and that they only choose to do so by rail due to it being easily accessible and efficient? Is the cargo dock near any sort of industrial zone?

I'll also take a wild but slightly different guess. 6trains are probably sufficient AND it costs your trucks and trains more trouble to transport to the harbor than just to the external boundaries of your city.

I had a large harbor and they do export goods. The trucks come in constantly and then wait for a ship to arrive (they do not seem to spawn there). Then, the ship drops off, picks up and leaves.
Also, if you have two harbors close by to each other, they transfer goods back and forth (between mainland and island, for example).

It'll take a while for them to realise the dock exists, path to it and then for the trucks that realised to actually drive there. Although whether that was the issue would really depend how productive your industries are and how far away from the port they are.
