Career mode - melee oddities?

I'm running stock 1.3.1 417R. Started a new career mode. Ironman, all other options default.

I'm noticing that melee attacks are not doing what I expect. Successful melee attacks on vehicles are not doing 2x damage.

Also, successful melee attacks on mechs are not removing their visible evasion pips markers.

Is this normal and expected?

In 1.3, I'm pretty sure the bonus vehicle damage was working. I don't think I've punched any tanks since 1.3.1, though.

As far as evasion, melee was removing 1 evasion pip (at least, the -1 evasion text popped up, I didn't check the chevrons). That was working that way last night, which was after I updated to 1.3.2.
