I'm running the 1.33 beta and have noticed that neither of my two cardinals are spreading Colonialism despite having the golden bull (Immensa Aeterni Dei) to do so. According to the description of the golden bull, cardinals still spread institutions and I have known them to do so in the past, but it is not currently happening. Are there some other conditions for this to happen? Was this rebalanced recently?

I've noticed it too in my game that was still on 1.32. Colonialism spawned in Portugal, then the Pope died and the new controller chose the bull to spread institutions. Eventually it started though, and I think it was after it fully spread around Portugal, because at first I thought we have to wait until he embraces it, but even when it was clear that he did, it didn't start spreading, only later.

This is my best guess, too. It did start up eventually, as Bokor mentioned, but it was delayed for years. Never noticed this before.
