I'm sorry if its been suggested before but generals should really be able to be captured. Say I encircle and destroy a German division led by Rommel, he should no longer be available to Germany. There should also be an option to exchange generals you capture for your own captured generals. Please tell me what you think and add your input! :)

Any open field of grass could be a potential air field to whisk a general away. MacArthur escaped from ther Philipines in a PT boat and the waters were swarming with Jap airacraft and naval vessels....

Perhaps there should be a small chance of capture but it should not be a 100% certainty.....

I'd say it should depend on 3 things. The distance to friendly territory, wether the pocket is in range of an airbase, and wether the pocket can be supplied by water. Should range from 10% chance to 90% chance.

Minsiters (and Generals I think) have a loyality setting, but it wasn't implemented... who knwos maybe they will reactivate it for HoI 3?
