I think you always automatically move to the richest province which is connected to your highest title.

do u think paradox could change this in a patch surely in reality it wasnt always the richest provence that was the capitol and it really is annoying when u have an advanced province as a capitol (with a medium castle and all sorts of buildings and get some $#$#-hole(no offense) farming town as your capitol with a small pallisade and a sawmill

Historically, the capital was usually whatever court/palace/town your king happened to be sitting in at any given moment. If you've suddenly got some underdeveloped backwater as a capital then presumably your king sees its rich potential and would love to spend some time enriching it further. Usually I'm tickled pink when my capital moves since it gives me an opportunity to speed up the development in another part of my realm.

Also, it seems to me there is a great advantage to having your home move. The techs in your old capital keep spreading from there and you have the opportunity to develop new techs in the new capital directly.

I noticed that the capital's shift is not depending, or better not only depending, of the richness of the province: in my game as king of Leon, the capital in 1066 is in leon; later, when I got for me the county of Asturias de oviedo, it moved there. And after I conquered much of Spain, with many rich provinces like Cordoba, the capitol remained there; but when I granted the title of county of asturia de Oviedo to my son, it moved to the newly conquered Byzantion (which is now muslim mongol now, and some of my sons and daughters are mongol muslims even if parents are catholic castillan  ); then when my son took the power, the capitol moved again to Asturia, and later to Aracena (which is one of the poorest province...); however I like very much this feature, is very...unpredictable

Unless, of course, you were about to discover some level 5 tech and then got moved to a backwater which hasn't more than level 1 of that tech.

Just make it optional and everyone stays happy. An event asking if the capital should move or not would be fine.
