I'm sorry to start another thread about capitalists, but I have read the existing threads and for some reason I am still unable to make my capitalists build any factories or railroads. I can't tell what I am doing wrong and I'm frustrated.

Here is what I have already tried:

1) Lowering rich taxes to zero, setting tariffs negative. I have gotten my capitalist cash reserves up to 99,998 pounds, which I believe is the maximum possible.

2) Putting a Liberal Democratic Party in power that supports Laissez-Faire policies.

3) I have also played the game twice as Hannover and then as Wuerttemberg, so they are both civilized countries.

Here are some questions I have for those of you who were successful with your capitalists:

1) How much in cash reserves do capitalists need before they begin to invest?

2) Do you have to have all of the raw materials on hand (timber, iron, machine parts, etc.) for capitalists to build a factory or railroad, or do they also provide their own raw materials (like machine parts)?

3) Do you need available craftsmen standing around unemployed before capitalists will build a factory? (I have kept all of my labor employed in RGOs.)

4) Do capitalists have to have 100% of their required subsistence goods, everyday goods, and luxury goods before they will invest? I can't seem to provide all of the everyday goods that they require.

I would really appreciate answers to these questions or any other feedback you have about what it takes to successfully use capitalists! Thanks!

Are you playing the Revolutions expansion? You don't have the little pith helmet below your avatar. I can't see any other reason to why your capitalists don't build.

What is the purpose of capitalists pre revolution???

Tax cows.
They also give a production bonus to industries in their state.
