Capitalists in colonies

Hello, I've recently played USCA and made some colonies in Africa. I've converted my pops to capitalists, and they started to build industries. The problem is that those industries doesnt exist, I just recieve notification, and nothing is in there. Is that a bug or I don't know something about mechanics of the game?

It's a bug. They shouldn't try to build factories there, because it's not allowed to build factories in colonies.
