I have a capitalist in New York with reserves of 30K that doesn't build anything. Why? I ended up building the damn RR myself cause I waited for him to do it and he just sat there.

Are you playing Revolutions expansion pack or Victoria 1.4 without the Revolutions expansion pack purchased separately.

Capitalists only build railways in the Revolutions expansion pack. If you have Victoria without the expansion pack, your capis will not build ANYTHING, the ability of capis to build factories and railways is only found in the Revolutions expansion pack.

Used to be 100%.
Now at 0% tariff I see no difference.
