Is it possible to make capitalists buy materials before building factories? It seems Britain's monopoly on machine parts no longer matters for a lot of nations since their capitalists can build factories without parts. It seems somewhat unrealistic too.

No. This is hardcoded, purchase of materials is implied in the financial cost to the capitalists to build factories/railways.

However, if you feel that the cost is too low, you can change the base costs for capitalistst to build, they are in misc.txt file of db/economy

factory_min_price_laissez_faire = 500.0
factory_min_price_interventionism = 1000.0
factory_min_price_state_capitalism = 2000.0

# Additional price Capitlaists must pay for each additional factory 
factory_extra_cost = 10

The first set of 3 is the base price for factory construction with each of the three kinds of eco policy that allow capis to build. Note the actual cost to the capitalist is based on a formula used by the game engine of which this is one component.

The last set is the cost to build an additional factory, which is designed to reduce/elimiate the chances that two capis will build the same kind of factory on the same day. Not 100% perfect but pretty close, and the larger the value the less likely it will be that there will be same-day duplication.

Hmm, interesting, but doesn't this unbalance the economy? Steel factories make steel which is necessary to build railroads, and assorted other components of an industrial state, but almost all of the major states will have capitalists cranking out railroads without buying any of the steel. So where does the steel go? Same for machine parts. Just wondering.

On another note, can I make capitalists consume steel, cement, and maybe some machine parts as luxury consumption or something of that nature?

I have a problem with capitalist that won´t build. Playing GC as Germany and i´m in the 1910`s. The Liberals are ruling (and have been doing so, for at least three consecutive periods), with laissez-faire and free trade. My tax sliders for rich are fixed below 30 and tariffs set to zero. Despite these good conditions the capitalists are actually losing money. Has anyone any solution to this problem?
