Nope, HOI1 naval warfare is simply a side by side comparison the one with more bang wil most often win. Though I'm no expert on HOI1.

It depends on what types of ships you are fighting.

Battleships & cruisers have low stats vs subs,compared to destroyers.

However,battleships also provide shore bombardment.

Stacking penalties apply in HOI 1.

I'm not familiar with the HOI 2 penalties because I haven't got around to
playing it yet.
