So, the capital of Romagna is Ravenna, but the holding is a damn bishops palace, WTF?

How am i suppose to place a feudal ruler there if he will keep moving to Ravenna?

Every vassal there will suffer penalty from being feudal to bishop place, that's just so fucking stupid to determine cpital regions there.
