As a fairly rich country, you can build many levels on your universities and raise the technology spread rate up to levels faster than people can possibly research techs.
There should be some kind of cap based on literacy for how far you can go past the rate.
Because as a nation like Qing in the 1850s, instead of taking advantage of the construction capacity and paper boom to build government buildings for taxing your people, you can just build a whole bunch of universities instead and catch up to the entire world in no time at all, and then pass them, since they will be researching techs the other countries already know, while you can research entirely new techs you want, and if someone happens to learn something new you will pick that up for free in a fraction of the time it took them to research it in the first place.
