Can't use holy war cb

I am currently Queen of Italy under the byzantine empire, my family started out as Strategos of Sardinia in 769. My realm is Italian orthodox, mean while the rest of empire is Greek Paulician. An emperor several generations ago randomly converted to Paulician and converted most of his vassals. I have a plan to make Orthodox the orthodoxy again by taking north Africa, Spain and Levant via holy war cb. Here's my problem the emperor seemed to have passed some laws that make it impossible for me to use the holy war cb. What should I do now? I can think of a few things, declare Independence and holy war the Byzantines until I wipe out the the Paulicians and recreate the empire.Two: wait for italy to become dejure byzantine and force elective secession then get people to vote for me. Any other ideas?

Based on what I remember, you can't wage holy wars as a vassal vs. another vassal under the same liege. If those were the targets you were planning on hitting, no dice. Otherwise, no clue.

I have idea what might be going on, my liege is already conducting a holy war against a Muslim in the east, which is stopping me from attacking sultanate of Africa with holy war because they are an ally of my liege's target.

If I'm reading the 'can use' portion of the holy war cb right, then in order to use it your top liege must be your religion group, not the target religion and either the same religion or not a heretic/you must not be a heretic. Since it sounds like Paulician became the new Orthodox orthodoxy, that would make you a heretic so no holy war for you. If you were a Catholic though...

You are correct I converted to Paulician and then I could holy war again, sadly my liege's holy war for Tabriz is still blocking me from attacking Tunis...
