I can't unlock for example the grand library from level 4. i placed 10 universities all over my map, but after placing the 10th it shows 0 / 10 build.

Can't unlock certain unique buildings e.g. grand library

I'm also having issues unlocking certain buildings, namely the high interest tower, its easy to plunge my city into the red, but doesn't matter how much debt I go to, -100k, it still won't unlock, is there something I'm missing or this another bug?
