Can't transfer occupation?

Playing as Nepal, trying to expand into Africa. No CB'd Kilwa, vassalized Malindi, (one of their allies) and then realized that doesn't give me coring range because different continents (I think). However, I also cannot transfer occupation to Malindi, despite them bordering the province in question. I can transfer occupation just fine to my other vassals, but Malindi is simply not on the list.

Can somebody explain why, and what if anything I can do to actually take provinces off of Kilwa here?

I suspect that your new vassal doesn't join the war. You can only transfer occupation to war participant.

I have also seen a glitch where for some reason a war participant can't be assigned an occupation, or for that matter I can't take back an occupation from a vassal/PU as war leader. Frustrating...

There was a bug which prevented you from transfer occupation to your subjects at 1.23, IIRC. It was fixed at 1.24.

I recall seeing reports of that, but I thought it was fixed. If you're seeing it in the current patch, might be worth a report.
