Can't start as a specific country in a save (that was available earlier)

Quick question: It's 1940, I'm been playing as Germany and I want to switch to Nationalist Spain just for a minute and run some cheats (i.e give away divisions). However, on the save game selection screen, you can't choose Nationalist Spain. IIRC, that country was available to play earlier. Is this hardcoded?

when you are to pick a nation, right click on a flag to change it to any existing nation.
