I thought I'd try out the Here Be Dragons origin, because I'd not tried that before. I have a system with some Living Metal in it, however after dozens of completed researches, the Living Metal technology still isn't showing up.

How do I get my lizard babies?

According to 3.3.1 patch notes you should be able to draw living metal research as long as you habe the deposit in your territory. The wiki doesn't have a weight, but it is listed as a tier 5 tech (same tier as mega engineering). You may have to do some more research, before being able to draw it.

Living Metal is a tier 5 tech so you'll need 6 tier 4 techs before you can draw it. It has a base weight of 30 which is halved by default (and 0 if you have no deposits inside your borders).

Living metal is an expensive tech to research. So even if by getting a deposit on your home system and unlocking the tech for investigation right away it would mean you would waste decades of research on it. It cost a base 32000 Engineering research before increased research costs. It takes a while to show up but when it does you will have a better time actually researching it :)

There is random options to bypass the deck through. There are two anomalies that give Living metal as an option as reward. I think the inner ocean and other one i can't remember. Once in a game got the two of them and got the research option for living metal and then when the second one fire and would give me the option again it give me a 50% research bonus to it :)

This definitely doesn't work, I'm absolutely sure I never drew living metal tech despite having the seposit.
I can't remember if I have ever gotten the tech like that, but looking at 00_strategic_resources_tech.txt I don't see why you wouldn't be able to get it:
Code:
#Living Metal
tech_mine_living_metal = {
    cost = @tier5cost1
    area = engineering
    tier = 5
    category = { materials }
    prerequisites = { "tech_space_construction" }
    weight = @tier5weight1

    weight_modifier = {
        factor = 0.5
        modifier = {
            factor = 0
            NOT = {
                any_planet_within_border = {
                    has_deposit = d_living_metal_deposit
                }
            }
        }
    }
    ai_weight = {
        modifier = {
            factor = 1.25
            research_leader = {
                area = engineering
                has_trait = "leader_trait_expertise_materials"
            }
        }
        modifier = {
            factor = 20
            has_country_flag = dragon_breeders #so they can recruit Fledgeling Dragons
        }
    }
}

With tech_space_construction being a starting tech, the only requirement is to have the deposit within your borders. Unless there some weird scenario where having a deposit wouldn't fullfill any_planet_within_border? Is that possible?

If you build a hab over it, you are supposed to get d_hab_living_metal_1 -- perhaps that replaces the original deposit?

It didn't work and was bugged in 3.2 but was fixed in 3.3. I got the living metal tech on my dragons run last week from regular tech draw. It happened late in the game, around the Megastructures era.
