Can't request lend-lease

I'm playing single player Germany. When I ask faction allies for lend-lease, most particularly fuel, I get no response. Nothing at all, no acceptance or decline even when tool tip say they will acceot

Is this a bug or I'm I missing something?

I never had any luck requesting fuel (which is a shame it's what I needed most) but you can often request other items - as long as your stockpile is negative on that item at the time.

The AI will then cancel the lend lease once you're positive again.

It's not the best solution but at least you can get something from them.

I tried requesting other stuff as well but there is still no response even if the tool tips say they will accept.
