Can't release vassal - any ideas?

As England took Artois from Burgundy in a peace deal. The province overview says that Flanders (non-existent) has a core in it. However in a release dependency screen Flanders is not in the list of possible options. Would appreciate any ideas or help.

Also as a side note it seems that AE from giving provinces to a lesser partner in a personal union (France) who had claims on it accrued to me rather than lesser partner. That is surprising...

Patch 1.8, no AoW DLC.

Probably a culture requirement. You can only release Flanders from a Flemish province, because they are a primary.

That's not quite true, you can release countries only if you own a province with their culture group, not specifically their primary culture. So you could release Flanders just fine from a Dutch province, or even an Austrian one.

Not that they usually have any of those, since Austria doesn't just culture convert everything anymore, but it is important in some other cases.

So I take it Wallonian culture of Artois is not in their culture group?

Nope, French culture group.

It is one of the more secretive mechanics. As with all of such things, a tool tip explaining it would go a long way
