Playing TFH 4.02 as Japan, I was in the Axis when Australia joined the Allies and therefore I ended up at war with it. I added a Conquer wargoal on it, thinking I'd puppet it later. Some time later in the game I invaded Australia going for its VPs. After capturing enough VPs to get its surrender progress to 100%, the next day the game notifies me I enforced the conquer of Australia. Next I go to the Politics screen and press the Create Puppet button but Australia does not appear in the list, I can't release it as a puppet.
When the conquer wargoal was enforced I got most of Australia's territory except for a strip in the north that belongs to the (now) Australian government in exile.
I guess I'd have to go and capture that territory as well, but it seems those are all provinces with too low infra, so how could I solve this and finally puppet Australia?
