Can't reinforce units

USA, V1.06, CORE. Conquered and annexed Bulgaria. Have several air units, and I can't reinforce them past two or three points after they took damage. Flew a group of transports back to USA mainland, and still can't reinforce them. Units are supplied, and also I have plenty of manpower. What am I doing wrong?

Edit: I also have air units and ground units (Tac Bombers, Dive Bombers, and Fighters in Guam, and Para's in Greece) that I can't reinforce. I don't know what to do!!!

Edit #2: Ok, I figured it out. I didn't have the supplies at that location to reinforce. Is there a way to stockpile supplies?

you need to convoy lots of supplies in to that location..

set a nice large convoy to start off with, you can reduce it later if you need to

Last I knew, the convoy would only drop off supplies when needed. Has this been fixed to allow for a surplus?

A given convoy will only deliver when needed, but when it delivers it will deliver the total transport capacity of the convoy. So you can be down to 2 supplies but you have need for more for a 24 hour period, and if you have say 200 transports set to deliver supplies and oil, it will deliver 400 supplies and 400 oil for that day.
