You're not supposed to be able to re-hire fired councillors for a set amount of time (to avoid being able to easily temporarily switch out powerful vassals for yes-men when casting a vote).
In any case, in the upcoming patch you'll be able to use the 'Change Council Position' interaction to switch Advisors as well!
