I see this happen all the time and i finally decided to figure it out since the game doesn't explain why. Basically I cant raise levy from random vassals. I feel like there is a simple rational explanation for this that I should know by now but cant figure it out.
this is just one example but seems to be an on and off thing. I can come back sometime later it will be fine. boats raise just fine btw
