One of my emperors just died, and was succeeded by his grandson. I was in the middle of crushing a revolt at the time, and after I crushed the revolt and disbanded my levies, I am suddenly unable to raise any vassal levies any more. When I go to military screen, it gives me 0 raised / 0 available / 0 total for vassal levies, which is very bad indeed! What's going on? How can I fix it?

That seems to have fixed it; I'm pretty sure I've been further over my vassal limit before without it going all the way down to zero, like when I took Hungary and Jerusalem, but that worked. Thanks!
